A norma do artigo 22.º, n.º 3, al\u00ednea b), da Lei n.º 50\/2006, de 29 de Agosto, revista pela Lei n.º 89\/2009, de 31 de Agosto – ao punir, em caso de neglig\u00eancia, as contra-ordena\u00e7\u00f5es graves, quando praticadas por pessoas colectivas, com coima entre € 15000 e € 30000 -, porque se limita ao necess\u00e1rio e \u00e9 perfeitamente adequada e proporcional \u00e0 import\u00e2ncia dos objectivos visados pelo referido diploma – ou seja, a cria\u00e7\u00e3o de um novo regime espec\u00edfico para as contra-ordena\u00e7\u00f5es ambientais, capaz de dar pleno cumprimento \u00e0s tarefas que, em mat\u00e9ria ambiental, est\u00e3o confiadas ao Estado, nos termos da Constitui\u00e7\u00e3o e da Lei de Bases do Ambiente -, n\u00e3o \u00e9 violadora do artigo 18.º, n.º 2, da CRP.
